I guess because it woudl be like giving a dui to a drunk person who has the use of his/her legs. If you're in a wheelchair (although it may be motorized), the wheelchair are like your legs. That's my guess.

The equivalent ticket for a drunk person on legs is 'public intoxication'. I am pretty sure a person in wheel chair can get the same ticket.
A person can get charged with a DUI if the wheel chair is motorized. Same thing for scooters, golf carts, ride-on lawn mowers, etc.
